Muslims who hold signs like that hold their religion higher than the West’s ideal of freedom of speech and the rule of law. The way to legally react in the USA is:
1. Remind the one holding the sign that religion is optional, therefore a religion’s rules apply only to those who believe in the religion.
2. Warn the one holding the sign that they are making a death threat and death threats are not protected free speech and they may be arrested.
3. Remind the one holding the sign that secular rule of law supersedes religion and that the law does not protect one from insults. There is no right not to be insulted and religion has no standing in a court of law if a believer wishes to bring a charge of defamation or libel.
